Developing linguistic and professional competence of English language in implementing the new

educational content.

 

Education plays a leading role in the modernization of modern Kazakhstan society. President of the country N.A. Nazarbayev set a high enough level for the national education. "Kazakhstan should be considered as a highly educated country all over the orld," the President stressed, "the population of which uses three languages: the Kazakh language is the state language, the Russian language as the language of interethnic communication and English is the language of successful integration into the global economy" Education should be competitive, of high quality, so that graduates could continue their studies in foreign universities. In this regard, in our country, a phased implementation of the cultural project "The Trinity of Languages" has been launched. The idea of ​​trinity expresses a simple and understandable formula: we develop the state language, support the Russian language and study English. This idea was voiced in October 2006 at the XII session of the Assembly of the People of Kazakstan for the first time. Then the head of state noted that knowledge of at least three languages ​​is important for children of Kazakhstan. In the Address of 2007 "New Kazakhstan in the New World" Nursultan Abishevich proposed to start a phased implementation of the cultural project "Trinity of Languages". The project was identified as a separate area of ​​domestic policy.

The result of this message was the State Program for the Functioning and Development of Languages ​​for 2011-2020, which

is a continuation and addition of a similar program for 2001-2010. The role of the education system in resolving the problems associated with the new language situation in the country is noted. The implementation of a multilingual education calls for the development of a Unified Standard for Level Language Teaching in the Republic of Kazakhstan, the didactic provision of multilingual education, as well as the training of the pedagogical staff of the new formation. On March 15, 2017, The VIII International Conference "Unified language standard in the new the content of education" on the basis of Lyceum "NurOrda" in Astana was held. 200 people took part in the conference: teachers, school philologists, university and college teachers, representatives of education departments and methodical departments, domestic and foreign scientists, authors and experts of

educational literature for all levels of education, representatives of Kazakhstan and foreign publishers.

The main directions of the conference: Discussion platform "The concept of a unified philological block and formation of a language standard"; 1. Exhibition-presentation of information and educational resources of leading innovative companies

2. The work of session discussion platforms "Teaching languages ​​in accordance with a unified philological block:

Kazakh language (L2), Russian (L2), English (L3), subjects in English" (4 sections).

The plenary session of the conference was opened by the vice-president of the National Academy of Education named after

I. Altynsarin, M.E. Mukatova and in her speech ("Unified language standard in trilingual teaching ") presented general information on the key points of the Unified language standard in the teaching of the three languages. Rahmetova Rajgul Saduakasovna, the candidate of pedagogical sciences, the Kazakh National Pedagogical University named after A.Sh. Abay, the author of textbooks of the Kazakh language told about the integration of the state educational program and the Kazakh language teaching system. Horizontova Anna Vsevolodovna, Candidate of Historical Sciences, Head of the Exam Department of the Cambridge University on Eastern countries and Central Asia, spoke about the progress of the implementation of a pilot project to improve the quality of teaching English as a foreign language. Trilingualism requires the teachers of the natural science cycle to be ready to teach in English. To know English is not enough, it is necessary to know how to master the methodology of teaching in a foreign language. In her report, Ekaterina Viktorovna Nipruk, a mathematics teacher at the regional specialized school named after Nurmakova, city of Karaganda, spoke about the experience and perspectives of teaching mathematics in three

languages. Yeyzhan Beisembekovich Aubakirov, consultant, coordinator of the programs of the training center "USTAZ" introduced interesting and informative presentation. He presented the method of Project Training with the goal of developing children skills and competencies necessary for competitiveness in the world economy. The "Project Training" course will help teachers to master the teaching methodology through projects that will help students to master the material much more effectively, and develop the skills and abilities of the 21st century. During the conference the educational and methodical literature and textbooks of Cambridge University Press Publishing House were presented. Issues of improving the content of curricula, textbooks and teaching materials, methodological support of language education in education organizations in the new

content of education were considered in the course of conference. Discussion of conference key issues was continued during session discussion platforms. The 3rd session discussion platform’s points were as follows:

1.International examinations as the main tool for measuring objectives as laid out in the program of new educational content for all types of speech activity.

2.Developing linguistic and professional competence of the English language teachers in implementing the new educational content.

3.Introduction of new teaching materials at schools in the Republic of Kazakhstan: problems and prospects. Gavrichkova

I.A., teacher of English, Gymnasium No. 105, Almaty, presented the experience on the implementation the model of multilingualism in the gymnasium within the frame of new content of education. Participants of session discussion platforms also discussed the possibilities of using the language-based integrated learning (CLIL).

Recommendations, based on the results of the VIII International Conference, were determined. All participants of the conference were given a certificate confirming participation in the conference.
